DirectX 8.0a does not change DirectX 8.0 in any way. All the DX8 system files remain the same.

Microsoft released DX 8.0a to correct installation problems encountered by some users.

Thats why the file name is the same as the older released DX 8.0

I dont think there is anything different about it. I am running it and its fine, dont notice any difference. I think it is the only version you can download now.

I thought I read somewhere that DirectX 8.0 & 8.0a also have some encryption technique that prevents pirated disks from working. Can someone confirm this if they know?
