So who really makes the best video cards?

I wouldn't get HIS, I've heard HIS when it comes to warranty, is far worse than anyone else that produces ATI videocards.

I've heard the same about HIS with regard to support and returns. Nice products from the HIS design department though.

Asus makes a good video card too.

I've got the non overclocked 3870X2.

If reports are correct, it looks like the IceQ 4870 variant will be arriving sometime at the end of July. If so, I may have just found a new card.
