If electron drift has shown it's ugly face, will water cooling the system help fight against that due to the temps being lower? Or does that just put a band-aid on a bullet wound?

Obviously volts and temps are related, but if I water cool the CPU to get to 4Ghz daily, will that help bring electron drift, if present, under control, volts being the same as pre-water cooled setup?

In all actuality water cooling does not really get you a higher overclock. What it allows you to do is raise the volatge while keeping lower temperatures.
