Angry BlackScreen problems with P4P800

I recently upgraded to an ASUS P4P800 (non deluxe) mobo, P4 2.4GHZ CPU, and 1024MB of TwinMOS PC3200 RAM.

Now right from day 1 I have been having problems when playing games. I get little periods of 1-2 seconds where my screen turns completly black and then the picture comes back. When these black periods happen everything else works fine (sound,input). Has anybody heard of such a strange problem before? I searched a lot but can't find anything to help me

My graphics card is a PixelView GF4 Ti4200 (128Mb) (4XAGP).
My OS is WinXP Pro.

I am not sure if this is an IRQ problem (1), a PSU problem (2), or a problem with 3.3V AGP cards (3), or something else (4).

(1) IRQ Problem.
When I installed windows (normally) my GF4 ends up on IRQ16. My SoundCard, Modem, even the onboard LAN sit on higher Interrupts.

I installed windows again but this time when it said "Press F6 to install..." I pressed F7. When windows had finished installing my GF4 was sitting on IRQ128 (at the very top). This was all very pleasing until I installed the Intel chipset drivers (latest from their site). On rebooting after installing, my GF4 had totally dissapeared, and in the device manager, the "Intel (R) 82865G Processor to AGP Controller - 2571" can not find any free resources. So since AGP is not functioning I can't check the BlackScreen problem.

(2) PSU Problem
I notice that when I am looking in the system monitoring part of BIOS, my 3.3V monitor never reads more than about 2.97V. All the other monitors sit above their voltages (5V/12V/etc). Is this 3.3V thing normal for this mobo? If so is this why they say "you cannot use 3.3V AGP cards"?

(3) 3.3V AGP Cards
I have read through all the documentation on my GF4 and searched around the net a bit. I cannot findout what the hell volts the damn thing uses. If I knew, then I could eliminate this as the problem cause.

(4) Something else
At this stage I really don't know. After 3 weeks of this annoying ****** I'm ready to throw my AMD XP1800, 512MB PC2100 RAM, and GigaByte GA-7VRXP mobo back in my case. I never really had any problems with that.

Can anybody help me?
