I have downloaded the manual for your motherboard, but it was very lacking in what I needed to see to help you. You have the CPU with the stepping that would support the higher memory hole. According to you, the BIOS does have the setting to remap the PCI hole, and has been enabled. Also you are using Vista x64 and not the 32bit version. Now, is there any MTRR (Memory Type Range Register) setting too? If it is present it maybe set to “Continuous.” Set to Discrete to change the register type relation.

If not, is there any way you can take some pictures of your BIOS screens and post them? Honestly, it can be something as simple as in how this BIOS is compliant with Vista or not. Maybe even driver related due to I/O mapping. But you are the first I have seen that does not have the hole remapped or an issue with it. Bad, but interesting to see. I am very curious and wonder what it can be.

Edit: I forgot one thing. List your devices for me too. You may have one that does not support 64bit addressing and therefore is not remapped.
