Any Excel 07 Experts with Conditional Formatting?

Guys I am trying to get the conditional formatting working in Excel 07. The old Formula is method is gone. Now they have this new UI will all these prebuilt calculations etc.

I am really struggling with trying to get the conditional formatting to work correctly in my spreadsheet. I need to do some date proximity formating.

Column (V) - contains Target Date. What I need is the cells to turn color based on the following:

RED = 5 days from todays date or expired
Yellow = 6 to 10 days from todays date
Green = +10 days

This part is not essential but is more of a nice to have. I have another column (K) that contains Percent. It would be nice if I could also include the following criteria:

If Column (K) Percent for that entry is 95% or above ignore the above criteria and make the cell green. If Column (K) criteria is less then 95% then follow the above criteria. Again, this part is not essential but a nice to have.

Any help would be greatly appreciated. I have been really struggling with this.

I am really good with xl, but not particularly conditional formatting. Let me tell you the best place to go for xl questions.
