Windows Taskbar Clock ....Problem....Bug ????

This might be a very trivial issue but its very irritating nonetheless.

When the mouse is held over the clock/time area in the task bar, windows shows a small tool-tip with the current day / date / time in full. At times it doesn't show, especially when i need it in a hurry. Mostly it displays with half the info behind the task bar, though its supposed to appear over the task-bar in standard behavior.

I also have difficulty in seeing the current status of some other applications which run from the task-bar and they rely only on this tool-tip to show the current status of the program. Is this some sort of bug in windows. It appears on both my Workstation and my laptop. The former uses XP PRO and the latter uses XP HOME. Any ideas how this can be solved ?
