Streaming videos in Vista

I have tried to open a streaming video file only to get the option to SAVE with each message.....

THE FILE YOU HAVE DOWNLOADED CANT BE OPENED BY THE DEFAULT PROGRAM> IT IS EITHER CORRUPT OR INCORRECT FILE TYPE. AS A SECURITY PRECAUTION,IT IS RECOMMENDED THAT YOU CANCEL THE DOWNLOAD......

I only have the option to save. Once saved I can view it. I thought it was a missing codec, but I was wrong. I think it has to do with some option disabled or enabled in INTERNET OPTIONS or Vista security? THis is so annoying. Not all the time I get this, but most of the time.

Can someone please help?
