Laptop wont load windows

I am trying to help a friend out. He has a Sony laptop that went bad. I am trying to reload windows with a new copy of windows 98SE as it is only a pentium 2 processor. I installed the new hard drive he gave me, got the startup disk to start once. Partitioned the drive into one drive, when it restarted to start the format, it just sat with a underscore cursor in the upper left corner of a black screen. It won't do anything besides that now. It will run memtest, which it passes, but if I put a startup disk in, it just reads it for a second then sits there with the flashing cursor in the upper left corner. Any idea's?

As it appears the only option left is to format the HD yourself. Get a copy of the format command format the hd and try loading win98se again if it still fails then copy the wi98se cd files to the hd and try the install from there.

That is where I got the startup disk. It will access the drive for about two seconds then it just sits there with the activity light on the drive, but it isn't accessing the disk(can hear that). It just flashes an undercore on the screen and does nothing.
