Change in Avatar Policy?

I just ran into some someone that just joined, and has an avatar. I was wondering if the rules had changed?

During one of the upgrades the avatar control function somehow got changed. It's now been corrected. We felt it would be unfair to remove the avatars of members who recently joined, since they didn't know there was a problem.
