Time Zones not recognised on Import

I produce iCal (".ics") files on a website; these files are successfully imported by many Calendar applications (Google, Outlook, Notes, Sunbird, Apple iCal) , and the time zones recognised.

If imported into Windows Calendar, they show correctly, except that time-zone is shown as "floating". Is this a bug, or what do I have to do to make it work?
