Security Center Can´t Change Settings for Windows Update

I recently turned off my windows update because it automatically restarts.
After a few days I decided to turn it on again by clicking the Windows Security Alerts icon in the taskbar because it might affect the performance of the system.
Whenever i will try to change the settings:

Install Updates Automatically(recommended)

a dialog box always appear saying

Security Center can´t change your automatic updating settings

I also tried

Change settings manually

but the window of the windows update is blank..

* regsvr32 wuapi.dll
* regsvr32 wuaueng.dll
* regsvr32 atl.dll
* regsvr32 wucltui.dll

regsvr32 wuaueng.dll and regsvr32 wucltui.dll were not successful... Error codes
