CD-RW Goes on Strike!

I have a strange problem...........when trying to load a program that uses multiple CD's, I can only open the CD door twice to insert new disks, and then it is "unavailable." Right-clicking on the CD-Drive icon in My Computer and trying "eject" does nothing, but upon reboot, I get two more tries before it craps out again.

The newest drive is a Plextor ATAPI IDE CD-DVD-R 52x16x52 drive that I just bought to replace a generic drive that was doing the same thing.

I have the jumpers set just like the previous one; as a Master, not a Slave, on secondary IDE channel.

All drivers are up-to-date on WXP Pro SP1 machine with Gigabyte GA-8S648 Mobo with latest Bios revision, Intel 3.06GHz cpu, 1GB of DDR-400 RAM, Quantum Fireball 74 GB ATA100 HDD on primary channel, two Ultra 160 SCSI HDD's on Adaptec 29160 Controller, GeForce 5950 Ultra video card, Antec 400 watt power supply.

Ideas?
