Boot and shutdown time depend a lot on the peripherals you have installed (printer, scanner, AIO printer, usb connected devices).
Also, eliminating in the bios a diskette/cd/dvd will spare a lot of time at searching by the bios for boot devices (without disabling them in the OS).

The case and its resonance might be your problem. I use an Antec P182 with 4*150GB 16MB Raptors (and 3 non-Raptors HD) and the system is even quiet as if non-Raptor drives were used.

Managed to get one from Canada Computers (they had it shipped to them from another store in the same province). Still would like to get another one.
