Language settings

I was asked to fix a computer and i have no idea whats goin on with this thing. When you type different letters appear as if the language setting was changed, but the language setting is what it should be, anyone have suggestions on what may be causing this. It does this for every single program and i dont feel like using any more brain waves on this stupid thing.
