My computer wont boot Windows XP, keeps rebooting after safeboot menu.

It refuses to start. when I turn on the computer it takes me to a menu where I can choose to boot in safe mode , " Last Known Good Configuration", etc. But when I choose any of these, it restarts my computer and takes me back to the same menu.

I can get to the command prompt using my windows installation cd by selecting the recovery console but when I try to make backups of certain files in my "Documents and Settings" folder I get an Access Denied error. I cannot do a cd "Documents and Settings" either, I get the same error.

How can I get my computer to boot again, and if it requires formatting my computer... how can I backup my files beforehand through the command prompt?

This is most likely caused by a corrupted system file or registry. You can try a repair installation of XP.

After booting from your XP installation disk hit Enter to begin setup up Windows XP, it will now look for a previous install of XP on your HDD. On the next screen press R to begin repair install.

Buy an external USB enclosure, remove your HD, install inside it.

Go to another running PC, run scandisk/chkdisk on it, run anti-virus software on it. Check event log on running system. If it has disc errors you will need to buy a new disc drive. Make a new folder on desktop, copy what files you can, burn to CD or DVD. You might be able to copy the whole 'My Documents' folder without error. There'll be invisible files there too, such as your book marks.

If the drive shows no errors, you're golden. If it has problems even mounting it, you're out of luck. Hope you've been backing up your data to USB mem sticks, CDs and DVDs.

A USB adapter which accepts SATA, 3.5 & 2.5 PATA should cost about $25.

Go back to the command prompt and do a "chkdsk c: /r"
Then run a "FIXMBR".
