P4P800D - XP won't shut down - Help!

This has been happening intermittently for a while, but now it happens every time I try to shut down or restart. XP goes thru it's shutdown procedures and the monitor goes blank, but the computer does not shut off (power light, fans, drives, etc. remain on). I have to press and hold the power button for 4 seconds to shut it off. Then, when I restart, Windows says it didn't shut down properly and goes to the F8 screen (safe boot options). If I choose "Start Windows Normally", it goes into an infinite loop. If I choose safe mode, Windows always loads and I get to the desktop. This shut down problem does NOT occur in safe mode; however the infinite loop start up problem sometimes occurs (w/o the F8 screen, it just displays the Windows splash screen and then restarts), even if Windows shut down correctly the last time.
I tried uninstalling the cat drivers and ccc and just using the MS ati drivers, no joy. I also tried the latest ati driver, no joy.
Some piece of software (driver?) I have on this PC is preventing Windows from shutting down and loading, but I have no idea what it is.
I have the latest versions of ZA free and AVG free. No viruses or malware.
Please help me troubleshoot this.

p.s. When it's running, there are no apparent problems. Only shutdown and startup. If I boot into DOS, there is no startup problem. Has to be an issue with XP and a software app or driver I have installed.

edit: OS is at SP3 w/ latest hotfixes. This started happening before the SP3 upgrade.

Update: I tried the "Diagnostic Startup" option in MSConfig and still had the startup problem.

Looks like your either gonna need to do a clean instal or systematically go through all your recent software/hardware changes.

That might be like banging your head against a wall.

If you haven't had any new software or hardware changes, then you might consider malware/virus.

Try this, * Go to Control Panel, then go to Power Options.
* Click on the APM tab, then check the "Enable Advanced Power Management support."
* Shut down your PC.

I suspect that if the shutdown process is getting as far as turning off the monitor, all program-related software and most or all background process-related software has already been shut down and is out of the picture. Therefore the problem is probably related to a particular piece of hardware (either a motherboard component or something external to it), or the associated driver. I would disable as much hardware as possible in both the bios and device manager, see if the problem goes away, and if it does then selectively re-enable things until you isolate the problem.

I'd particularly make a point of disabling networking components, including the lan/nic and 1394 ports (Windows treats firewire ports as networkable), and sound (on-board and off-board as applicable). Preferably turn them off in the bios, if possible, and in device manager if that's not possible.

Thanks for the reply. I don't have an "APM" tab in Power Options. There's an "Advanced" tab, but but no APM support option.

Yes, I would consider a reinstall only as an absolute last resort, in part because the problem conceivably could be due to hardware and going through all the trouble of a reinstall might not fix it. DOS and Safe Mode might not have the shutdown problem because they don't load drivers for or utilize components like networking hardware, sound cards, and certain other hardware. Windows might have the shutdown problem because it is waiting for some sort of handshaking or acknowledgement from one of those things, that never comes.

I have had similar symptom with both P4P800 and P4C800 mobos. In both cases, I had to re-installed everything several times.

Recently, I start to suspect that Yahoo Messenger might be one factor. Sometimes my PC hangs, or shuts down very slowly, or at times, won't shut down.

After few fresh re-installations, with several programs scrapped, my PC returns to normal. So it is not clear if Yahoo Messenger is the factor, or some conflicts among applications. I agree that, avoiding re-installation is my usual reaction; but at times, re-installation might actually reduce the time spent on fixing my PC. It all boils down to one's personal decision.

It's the onboard LAN. Windows starts up, shuts down and restarts without issue when it is disabled in the BIOS. I ordered a NIC.
