Good read on all the various fixes for the bug. I have Frostcrag Spire installed (though I'm not a mage) and it seems all the have to do is move its load order so that it loads Battlehorn.
I also have the Skeleton Key and a pretty high security skill so entering the Mystic Emporium won't be a problem.

Yeah, bethesda gave some lame explanation about having too many pop quests to start the game for an oblivion newbie if all the plugins were installed with the GOTY edition -- and they didn't want to alter them in any manner. Translation = we may still be able to hit these people up for more if they like the game.
