Web development question

ST, I suspect you might know-but someone please help!!

I don't want to use VB. I want to use one of the following: Javascript, PHP, or XML.

What I need. A dynamic pull-down menu. This is known in the windows world as the combobox. A combobox is a list box that is obtained through a pull-down menu display with a text box for entry if any of the values in the menu do not work. Working with Oracle I want to make it so that whenever a user tabs into certain fields that the pull-down menu will reflect the latest changes in the database; however, this is not very efficient if I do not have a way to provide entry into the menu when there is not a valid menu option.

Is there anyway to do this in PHP (first choice) or any of the other non-MS specific technologies? Eventually, my web based applications will be residing on Apache on a Sun box so MS is pretty much a less likeable option for me.
