belkin ups question

hi everyone, i have a belkin f6c 800 ups. i had this belkin backup for over 4 years. now when losing power it just shuts completely down and the front red light comes on, which this indicates bad or weak batteries. i know where to get battery replacements. i just got someone to test these 2 batteries and they are fully charged. can they be fully charge but still can't power anything ? it won't even keep a lamp going.....thank you
