In any case, until he posts back, there is very little we can do to help him.
It's a brandnew 3000+ but I am certain that the FSB should be 400mhz... I triplechecked my Newegg confirmation order and it states clearly that it is a 400. I remember buying one for that price.

At any rate I will follow the suggestions made so far but if you guys got any more ideas, feel free to post

A7N8x modo
Pny 2x512mb Dual Channel PC2700
GeForce 4 4200 Ti (5700 LE comes in tomorrow)

Mine detects at like 1075 i get change the multipliers and whatnot and it iwll detect it as an XP1800 but then it will either shutdown or not be happy.. if i make the FSB higher than 133 it craps out. I have the jumper for the FSB set right.

There are my current BIOS settings:

CPU External Frequency 166Mhz
CPU Frequency Multiple Settings AUTO
CPU Frequency Multiple 10.5X
System Performance Optimal
CPU Interface Optimal
Memory Frequency by SPD
Memory Timings 200Mhz

I havent checked for a plate yet on my CPU and the Heatsink but will do that when I get the time. Any miscorrection in the BIOS settings?

Curious. What kind of plate? How did it get there?

just a plate to disperse the heat evenly across the heatsink..i don't have a type or anything, but it has slots cut out to avoid contact w/ the components on top of the chip, i didn't even think of that when i put the new chip in that the surfaces were done. but its been up and running now for like 6 hours and everything seems to be great.

I suggest setting the bios up as follows:
CPU External Frequency 200Mhz
CPU Frequency Multiple Settings Menu
CPU Frequency Multiple 10.5X (can't be adjusted)
System Performance User defined
CPU Interface Aggressive
Memory Frequency 100%
Memory Timings User defined
SDRAM Active Precharge 10
SDRAM Ras to Cas 3
SDRAM Ras Precharge 3
SDRAM Cas Latency 3
