Athlon 2000+ power supply & MB problem

A friend had an E-Machine W2060 with an Athlon 2000+ processor that would not boot up at all. He thought he had a bad power supply, so he took the memory, hard drive, and CD Drive out and bout a newer E-Machine PC, and gave me the old one. I never had an AMD PC, and thought that I could fix it up cheap and give it to someone that still has a Pentium 1 PC. Well it is not going according to plan. I threw in some Crucial PC3200 memory sticks that I had laying around as the unit game with PC2100, and that is all I had for now. Original power supply made no attempt to show any life, but the voltage setting was set at 230 and not 115. Hmmm. Could the guy blew the system? I have two Antec ATX power supplies laying around that are version 2.03. One is 250 watts, and the other is 400 watts. Colors of wiring matched up with the original cheap supply. When I plug the power cord in, the PC comes to life right away with the fans running, but no sign of the unit actually trying to post. Can shut down with button on the case, and restart unit, but same thing. I know the power supplies work ok in Intel PC's, but I am unable to find information in regards to compatibility with the Antec or Crucial parts and this AMD set-up. I was not going to spend a lot of money on this baby. Maybe the motherboard is also fried?
