The race for quality has no finish line- so technically, it's more like a death march.

Make the local users be in the Users account instead of the Administrators account.

Make their profile a simple user instead of an administrator..

Go to control panel/user accounts/pick an account to change, you get 2 choices.
While your in there put a password on the administrator account(s) so they can't use it to install stuff..

If you don't want to make them their own account, you can enable the "Guest" account in the same place

Hope this helps.

I went to the xp pro support site and went to the IT section and found the following
Applying the Principle of Least Privilege to User Accounts on Windows XP

The links at the bottom may help you figure out how to limit a non admin user on software install or uninstall.
