Its not your PS...unless it just happened to go bad when you changed your cpu (not likely)...when you get the new CPU make sure you don't have any extra software from Asus in the operating system...just go basic until you're sure everything is working...

What about msconfig turn off all services.
Then restart pc and see how goes, then
start up one service at a time, and see
if any services are a problem. Also is your
new cpu still the same as this one?

Never had a bad CPU before but I've eliminated a lot by replacing the mobo.

Skully I don't think that will help. My PC is completely shutdown and turned off. As soon as I hit the power button nothing is happening. Nothing is even loaded yet. This after a normal shutdown from Window.

I am getting a new i7-6850K this Thursday.

I've had a few bad cpu over the years, most the time
as I can recall the mobo just wouldn't boot up. What
about memory, I've had weird stuff happen with bad memory.
I suppose you've checked memory already...

Your mouse not being recognized still sounds like it went to sleep, and is a sleep issue. After you re-installed windows did you disable fast start again?

The real strange part to this is the loss of BIOS settings.
Is it possible that the Flash bios button is being depressed?

Your power plugs, is it possible one of the pins has been pushed in so that it doesn't make contact. I'm not saying that the 24-pin is not plugged into the socket, but perhaps one of the individual pins is smushed back into the connector.

It might be +5V standby, not sure of the color coding.

If your board has a clear cmos jumper, make sure it is jumpered correctly.

I don't really see this as CPU error. Nor do I see this as Memory.
A Memory error would be much more random in nature.
However, it doesn't hurt to run with one stick, till you nail this down.

Definitely keep the UPS out of the equation, including any USB cords that run from the UPS to the computer.

Finally maybe Skully can screen print his BIOS settings, and you can go over them one by one.

PS. Hope it's not those damn blinky lights that are on your Video card.
Do any LEDS run when your machine is powered off?
Which might increase your requirement for +5V standby?

Jim on my old UPS every now and then I would hit the power button and the PC would start, fans running but on the screen just a flashing cursor....I would have to hit the start button again and shutdown and then hit the start button again and then it would boot fine....since I got the APC it hasn't done that again (been over a month)...I hope I didn't jinx myself....lol

Be quiet and don't wake the Gremlins!

Some of the problems I have seen discussed are issues I have never experience. And I am the one who refreshes my OS install by restoring a system image!

If you go into the BIOS you'll see options for power. Also in the OS Power Management setting you have options as well.

The culprit I have run into was in Device Manager and how it handles the waking of the PC by Mouse and KB. Select one only! I use the mouse to wake the PC from sleep. I very rarely use the Power button. Only when I do a Shutdown which is infrequent.

I do not schedule a sleep. I just put it to sleep manually at the end of the day. Works like a charm.

...and always set the BIOS to Default before and after a BIOS update. If the PC is operating well, I rarely do an update.

Thanks for all the replies. I have moved RAM, taken RAM completely out, etc. The video card does not have power when off but the mobo does. Some of the things I have already tried like removing the UPS, disabling Fast Start in Windows. Those did not work.

I still have to unplug for a long time to start. It is keeping BIOS settings but I have to pull my mouse out and replug in Windows because it never detects it. I have removed the Intel Turbo Boost. Really it is hard to trouble shoot because the only way to TS is to shut it down and see if it starts but it won't and it will take hours to restart. Once in Windows I can restart as many times as possible and go into BIOS and save and reboot as many times as possible (without course changes). The problem is completely shutting down and restarting. When it starts it runs fine.

What I am thinking is it might be the CPU and it is taking a long time for some circuit to drain in the CPU. I am sure the watchdog/voltage monitor IC takes inputs from the CPU and PS before it allows the system to start.

If it is not the CPU I may just have to deal with it until ASUS/Intel/MS brings more stability to the Broadwell-E platform. I have one of the latest high quality Seasonic powers supplies. I find it hard to suspect the PS.

When I go to bed at night is when I can take a chance and test it which is what I did last night and it failed. It came up this morning and it came up this afternoon after leaving the AC plug pulled.
